Project: Taylor County Expo Center Phase 2 and 3

GENERAL DESCRIPTION OF WORK: Taylor County, being a political subdivision of the State of Texas is seeking a Statement of Interest and Qualifications from experienced firms/teams to provide professional Construction Manager-at-Risk (CMAR) services for the Taylor County Expo Center Phase 2 and 3 Projects.
Phase 2 of the Taylor County Expo grounds, located in Abilene, Texas, is comprised of four components: 1. Demolition and removal of the existing livestock barn, livestock office building, and auxiliary buildings located in the project site area, 2. a new 113,200 SF (approx.), 5,200 seat multipurpose livestock and equine arena, 3. an outdoor Food Court that includes 8,000 SF (approx.) of conditioned building space for 12 vendors, and 4. the redevelopment and execution of the Taylor County Expo Master Plan, which consists of relocation of the midway, the primary axis of the fairgrounds (dubbed the boulevard), new landscaping, walks, lighting, and signage. The estimated budget for Phase 2 is $21,500,000. The estimated construction time is 14 months.
Phase 3 of the Taylor County Expo grounds, located in Abilene, Texas is comprised of two components: 1. Renovation and addition to the Taylor County Coliseum, a 59,300 SF (approx.) entertainment venue with fixed seating of 5,500 and up to 2,500 additional seating on the floor, 2. Site improvements in and around the Coliseum. The renovations and additions to the Coliseum plan to include new green room, meet and great area for the entertainers, new and renovated restrooms, new and renovated concessions, new entry lobby and ticket booths. Site work includes a new circle drive drop-off, plaza adjacent to the Coliseum, landscaping, and fencing. The estimated budget for Phase 3 is $14,000,000. The estimated construction time is 12 months.
TYPE OF BID: This is a two-step contract award process as provided by Texas Government Code, Chapter 2269, Subchapter F. This RFQ represents Step 1. Respondents are asked to submit all the information required by this RFQ, but no pricing information is to be submitted in Step 1. The County will evaluate qualifications based on the qualification criteria contained in this RFQ.
MANDATORY PRE-RFQ CONFERENCE: A mandatory pre-RFQ conference will be held Tuesday, August 7, 2018 at 2:00 PM, local time at the WHC Ranch House, Taylor County Expo Center, 1700 TX-36 Abilene, TX 79602.
TIME AND PLACE OF RFQ RECEPTION AND OPENING: The County will accept Qualification submittals until 2:00 p.m. CST on August 16, 2018. The RFQ submittals will be publicly recognized at 2:00 p.m. or soon thereafter in the Taylor County Purchasing Office, 600 Pecan Street, Abilene, TX 79602.
OWNER'S RIGHT TO REJECT PROPOSALS: Owner reserves the right to reject any or all bids or waive any informalities and irregularities. Owner reserves the right to contract within 45 days following bid opening. No bids may be withdrawn during this time.
BID SECURITY: Attach a letter of intent from a surety company indicating the applicant’s bond ability for this Project. The surety shall acknowledge that the firm may be bonded for the Project up to an amount of $21,500,000 for Phase 2 and $14,000,000 for Phase 3. While parts of the Phases will overlap, in general Phase 2 will largely be complete before Phase 3 construction will begin.
