About the Court
County Court at Law No. 2 was created by the Texas Legislature in 1987, the first judge sworn in January 19, 1988. Since April 1, 1988, the judge has been Barbara B. Rollins. The courtroom and offices are on the north part of the 5th floor of the Taylor County Courthouse at 300 Oak, Abilene, Texas. Visitors are welcomed, including students of all ages, and Judge Rollins enjoys speaking to school and community groups about issues of justice and law.

The Code of Judicial Conduct provides that...
"A judge ...shall not directly or indirectly initiate, permit, nor consider ex parte or other private communications concerning the merits of a pending or impending judicial proceeding. A judge shall require compliance with this subsection by court personnel subject to his or her direction and control..." Code of Judicial Conduct, Canon 3, Section A. (5).
